Why So Many Sleighs?

Santa has authorized the build of the 5th version of his new sleigh. The new version is code named Eunice, as reported just days ago.

New sleighs have been built about every 2 to 3 weeks so far during the test flight phase. That is not surprising. What is surprising is how many of the new sleighs are being ordered. In a normal year, new sleighs ordered for test flights are around 12 units.

Santa just ordered 64 units of Eunice, twice as many as were ordered for Daisy, the current model in the test flight fleet.

Why so many sleighs for the test flights?

That question has not been answered. All attempts to find out why have resulted in a shut down from North Pole Flight Command elves in-the-know.
